The Department of the Interior and Local Government Region IX successfully conducted an orientation on the above-mentioned Memorandum Circular to all its Local Government Operations Officers via Zoom Teleconference, today February 28, 2023.
 
The activity aimed to discuss the Salient Features of DILG Memorandum Circular 2023-025 and to present the schedule of activities for the CY 2023 on the implementation of Buhay Ingatan, Droga’y Awayan (BIDA) Program in the region.
 
In his opening message, Assistant Regional Director Engr. Carmelo Enrique B. Libot, CESO V who represented the Regional Director, stated that the BIDA program’s activities should showcase the efforts to reduce the demand of illegal-drugs in the region.
 
In line with the priorities of the current administration to continue the campaign against illegal drugs, the BIDA Program is a holistic approach to countering the proliferation of illegal and dangerous drugs. It strengthens supply and demand reduction efforts by galvanizing the support of the community, duty-bearers, and other stakeholders in drug use prevention, law enforcement, and rehabilitation.
 
Ultimately, BIDA seeks to improve the quality of life and safeguard the Filipino people from criminality and the ill effects of drugs, in a manner that is within the framework of law and with respect for human rights.
 
Three (3) of the MLGOOs representing the field offices of Zamboanga del Sur, Zamboanga Sibugay, and Zamboanga del Norte have expressed their commitment to combating the use of illicit drugs by fully supporting the implementation of the program. Despite the fact that these field officers have many responsibilities, including oversight and implementation of the department's other initiatives, they fully commit to enjoin their LCEs to provide funding for the launching and continuation of the program.
