The Department of the Interior and Local Government (DILG) Region 5 spearheaded the 3rd Quarter Inter-Agency Committee on Anti-Illegal Drugs (ICAD) Advocacy Cluster Meeting presided by DILG Regional Director Arnaldo E. Escober Jr, CESO V, held on 26th September 2023 at La Roca Veranda Suites, Legazpi City. Present during the meeting are representatives from the following member agencies: PDEA, PNP PRO, NAPOLCOM, 9ID-PA, PSA, PIA, DOH, DOLE, and DepEd.

The meeting centered on the discussion and presentation of the accomplishments and activities from the previous quarter, issues and concerns, and plan of activities for the succeeding quarter and next year, all geared towards strengthening the government's advocacy campaign against illegal drugs.

RD Escober emphasized the augmentation of the ICAD Advocacy Cluster to the efforts of the PNP and PDEA as lead agencies in the anti-illegal drugs programs. He acknowledged the effective launch of Buhay Ingatan Droga'y Ayawan (BIDA) Program along with other agencies' programs and advocacies in countering illegal drug consumption rate. In addition, RD Escober took the opportunity to challenge all ICAD Advocacy Cluster members on becoming model institutions of the governments' anti-illegal drugs program.

The ICAD Advocacy Cluster ensures that each member agency as well as other stakeholders shall implement, comply and champion all policies, laws, and issuances pertaining to the government's anti-illegal drug campaign.
